eSanjeevani Teleconsultation : CGHS केंद्र सरकार स्वास्थ्य योजना (central government health scheme) के 35 लाख से अधिक लाभार्थियों के लिए बड़ी राहत वाली खबर है। केंद्र सरकार (Central Government) ने सीजीएचएस (CGHS) के तहत कवर सेवारत (Serving) और सेवानिवृत्त कर्मचारियों (Retired Government Employees) को बड़ी राहत देते हुए ईसंजीवनी टेलीकंसल्टेशन (eSanjeevani Teleconsultation) के तहत घर बैठे चिकित्सा सुविधा उपलब्ध कराने की समय सीमा (Time limit for eSanjeevani Teleconsultation) को बढ़ा दिया है. सीजीएचएस मुख्यालय (CGHS HqRS) के द्वारा इसके संबंध में 20.01.2022 आदेश जारी किया है। आदेश में कहा है ईसंजीवनी eSanjeevani Teleconsultation के जरिए केंद्रीय कर्मचारियों (govt employees) और पेंशन भोगियों (pensioners and family pensioners) के लिए Teleconsultation के जरिए चिकित्सा सुविधा (Medical facility) उपलब्ध कराने की शुरुआत अगस्त 2020 में दिल्ली से की गई थी, जिसे December 2020 में पूरे देश में लागू कर दिया गया था।
eSanjeevani Teleconsultation का वर्तमान समय:
वर्तमान समय में टेलीकंसल्टेशन की सुविधा कर्मचारियों और पेंशन भोगियों के लिए सुबह 9:00 बजे से दोपहर 12:00 बजे तक ही उपलब्ध है। और इस समय के दौरान केंद्रीय कर्मचारी और पेंशनभोगी घर बैठे चिकित्सा सहायता उपलब्ध कर सकते हैं।

कर्मचारियों और पेंशनभोगीयों को बड़ी राहत देते हुए इस समय सीमा को सोमवार से शुक्रवार के लिए सुबह 9:30 बजे से शाम को 6:00 बजे तक कर दिया गया है। और शनिवार को यह सुविधा सुबह 7:30 से दोपहर 2:00 बजे तक उपलब्ध रहेगी सीजीएचएस के द्वारा जारी किए गए आदेश के अनुसार नई समय सारणी 17 जनवरी 2022 से लागू कर दी गई है

ESANJEEVANI is good initiative apparently for easy Teleconsultation but not so in reality. CGHS could have had it as a separate entity like TATA instead of routing through Delhi. The e-Sanjeevani being States oriented, and open platform availed by organisations like TATA, ESIC, DEFENCE etc with one All India Registration has no easy facility for changes. It is highly difficult for incorporating changes even though link is provided for "posting request for change of State"; unfortunately it is not functioning.
ReplyDeleteWhile registering I unwittingly mentioned my State as TN and due to which the option to "cghs.esanjeevaniopd.in" does not appear but instead ESIC appears. Trying an alternative I found TATA and TN are working.
Difficulties experienced by beneficiaries brought to notice are:
a) Only 1 doctor in one or two wellness centers seems identified for eSanjeevani. Since there is no leave reserves the doctors are diverted at times to some other WCs, where there is no equipment to function and the WCs where equipment is available there is no doctor to function.
Suggestion 1: Need to provide all the WCs with necessary equipments and also induct more doctors.
b)The existing internet speed is very slow and at times electricity gets interrupted and disrupt the discussion.
Suggestion 2: Being a medical facility WCs must be provided with high speed internet connection, adequate bandwidth and UPS for uninterrupted power.
c) There is no identified staff to guide Senior citizens for clarification/assistance
Suggestion 3: Arrangement must be made for identifying one or two competent persons to guide aged beneficiary who are not so conversant to register for not only eSanjeevani but also for making online payment of CGHS subscription. NIC may be asked to offer guidance when sought for by beneficiaries or impart training to a few CGHS staff for the purpose.
d)My efforts to make formal request to https://eSanjeevaniopd.in for change to CGHS failed several times.
Suggestion 4: CGHS should take up with https://eSanjeevaniopd.in and the C-DAC for making change in Registration like Mobile number, State etc easier by fine tuning the procedure.
Suggestion 5: CGHS may also consider if a specific APP or QR code could be created for entering CGHS eSanjeevani directly instead of through Delhi, Specialist etc. Needless to point out that even pavement vendors are able to utilise QR code UPI like GPAY, PhonePe, Paytm, BHIM etc for instant and secured cashless transactions.
e) Teething troubles are common in the beginning. Even Incomtax Department faced considerable difficulties but have resolved them in a short period.
Suggestion 6: CGHS being an Medical service provider should also try to resolve at the earliest as otherwise the very purpose of its creation and the hard efforts put in will be defeated.
Hope the Mission Mode team will attend to resolve this CGHS issues on priority as the need is demanding due to various restrictions imposed to arrest the spread of Pandemic Omicron
