3. Definitions.- (1) In these rules, unless the context otherwise requires,-
(a) "accident" means
i) sudden and unavoidable accident; or
(ii) an accident caused by an act of devotion to duty in an emergency arising in the course of service or otherwise, but does not include an incident of violence;
(b) "Accounting Officer" means an officer, regardless of his official designation, who keeps accounts ministry, department or office of the Central Government or Union Territory and includes the Accountant General, who is entrusted with the functions of keeping the accounts or part of the accounts of the Central Government or Union Territory;
c) "disability" means a condition of a person that results in a long-term physical, mental, intellectual or sensory condition a disability that interacts with barriers preventing his full and effective participation in society as well as other;
(d) “disease” includes a disease as specified in Schedule I;
(e) “Form” means the form attached to these rules;
(f) Basic Rules shall mean the Basic Rules which came into effect on 1. 1922,
(g) “injury” includes injury as specified in Schedule II;
(h) "remuneration" means basic pay as defined in sub-clause (i) of clause (a) of sub-rule (21) of rule 9
The basic rules that a government official was getting,-
(i) in case of retirement or death immediately before or on his retirement his death; and
(ii) in the case of continued employment despite disability, at the date of injury or date of illness, as
the case may be and also includes stagnation increment and non-practicing allowance awarded to doctors in his stead private practice.
(i) “Schedule” means the Schedule annexed to these Rules;
(j) "violence" means the act of a person or persons with intent to cause injury to a Government servant by assault or frustrates, discourages or hinders the performance of his duties, -
(i) by virtue of anything done or attempted to be done by such government official or any other member of the public servant in the lawful performance of his duty as such; or
(ii) by virtue of his official position, and includes also such acts as cause injury to the Government servant as collateral victims in consequence thereof presence at the scene of the incident in connection with the performance of duty.
(2) Words and expressions used here and not defined, but defined in the Basic Rules or in the Central
The Civil Service (Pension) Rules 2021 have the same meaning assigned to them in these rules.
