Sub: Guidelines to grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.
Please refer to Secretary, WARB Minutes of Meeting No.WARB-30/ABM /2019/205-214dated 03.04.2019 on the subject cited above.
2. In this regard, it is intimated that guidelines on drawing of Fixed Medical Allowance or avail the CGHS facility by pensioners is furnished below:
(i) As per MHA O.M. No.27011/7/95-PF.1 dated 10.03.1998, retired CPMF personnel and their families who are not availing CGHS facilities are allowed to avail medical facilities from all CPMF (now CAPFs) hospitals irrespective of the force they retired from. Medical cover from the CPMF Hospitals will be limited to the extent available in the particular MI Room/Hospital and no referral facility out side the CPMF facilities will be available.
(ii) As per MoH&FW OM No.S.140525/23/2013-MS. EHSS dated 29th September 2016, following options to avail medical facilities are available to Central Government pensioners: Pensioners residing in CGHS covered areas:
(a) They can get themselves registered in CGHS dispensary after making requisite contribution and can avail both OPD and IPD facilities.
(b) Pensioners residing in CGHS areas cannot opt out of CGHS and avail any other medical facility (i.e. Fixed Medical Allowance). Such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fix Medical Allowance in lieu of CGHS.
Pensioners residing in non-CGHS areas:
(a) They can avail Fixed Medical Allowance (FMA) @ Rs.1000/per month.
(b) They can also avail benefits of CGHS (OPD and IPD) by registering themselves in the nearest CGHS city after making the required subscription.
(c) They also have the option to avail FMA, for OPD treatment allowed CGHS for IPD treatments after making the required subscriptions as per CGHS guidelines.
3. Since, this office does not have website to upload the instructions, the same may be uploaded on the website of WARB to facilitate the pensioners.
4. This issues with the approval of ADG (Medical) CAPFs N~6.
